Canada removing barriers to permanent residence for physicians

Canada has always been a choice of all the people who want to move to abroad for studying or working purpose. But in concern to qualified physicians the shortage continues which is gradually been solved as Immigration Refugees and Citizenship Canada (IRCC) has made
changes that will exempt physicians already in Canada as temporary residents from some of the current requirements involved in obtaining permanent resident status through Express Entry programs.

Notably the physicians who are already working in Canada find themselves unable to qualify for Express Entry because they are using “fee-for-service” model which doesn’t come under employer-employee relationship. The physicians on paper are just considered self-employed and who gain this experience within Canada, are not eligible for most economic
immigration pathways, such as those offered under Express Entry. It is important to note that being self-employed on its own does not render a candidate ineligible. If a candidate has gained at least one year of work experience abroad, or as an employee in Canada, they may still be eligible for an Express Entry program.

The measure is another attempt by IRCC to attract and retain physicians and other healthcare workers. As of June 2022, approximately 4,300 permanent residents were admitted under the health care streams of the time-limited Temporary Residence to Permanent Residence pathway.

Nationwide shortage of healthcare workers

Canada currently has a job vacancy rate of nearly 6% in the healthcare sector. This means that in the second quarter of 2022, there were over 136,000 healthcare professions that needed to be filled across the country. Manitoba has the highest vacancy rate at 6.7%.

Data from IRCC suggests that one in four healthcare workers in Canada is an immigrant. This includes 36% of physicians. Changes coming in Express Entry
The exception for physicians signals the start of changes in Express Entry that can be expected to continue into 2023. Last June, Bill C-19 received Royal Assent in Parliament, and will give IRCC more authority to target Express Entry candidates who have specific work experience, education, or language abilities, rather than issuing invitations to apply to
a wider range of candidates based solely on their CRS scores, as is currently the norm.

Fraser told CIC News in an interview in June that the new authorities will allow Canada to invite candidates who are already primed for success in the labour market and will therefore be better placed to contribute to Canada’s economy, rather than overloading already robust labour sectors with new applicants.

“If you’re in a circumstance where you have an abundance of applications that are all in one particular sector, and that sector doesn’t have high needs in Canada the Express Entry system as it exists today, is likely to bring in people that might not be perfectly matched to the needs of the Canadian economy,” said Fraser.

Express Entry


Express Entry is an application management system that uses a points-based system, the Comprehensive Ranking System (CRS), to rank candidates’ profiles in the Federal Skilled Worker Program, the Federal Skilled Trades Program, or the Canadian Experience Class. The top-scoring candidates receive an Invitation to Apply (ITA) and can then apply
for permanent residence. IRCC has a processing standard of six months for new Express Entry applications.

Express Entry is the fastest and most popular pathway to permanent residence for immigrants seeking a new life in Canada.

Canada welcomes around 110,000 skilled workers through the Express Entry system each year.

How can you apply for Express Entry?

Applying to Express Entry is a two-step process. The first step is to submit your profile which requires the following documents:

  2. Educational credential assessment report
  3. A passport or travel document

Canada set to announce the latest Immigration Levels Plan 2023-2025!

As followed from the past years, Immigration, Refugees and Citizenship Canada (IRCC) releases immigration levels plan that acts as the guideline for many immigrants will be allowed to come to Canada each year. It includes the breakdown of immigrants from economic class, family class and humanitarian class programs over the next three years.

The government must make this announcement by November 1 of each year, as per the Immigration and Refugee Protection Act (IRPA), which is Canada’s main immigration law. It is the second Immigration Levels Plan announced in 2022, the first occurring in February after the most recent federal election on September 20, 2021.

Why are there two announcements this year?

The 2022-2024 plan was not announced until February 2022 instead of the normally scheduled one due by November 1, 2021. After the election, Parliament did not resume until November 22, 2021, after which it only sat for 19 days until the holiday break began. Now that Parliament is in full swing, the government will proceed with releasing the newest Immigration Levels Plan on its regular schedule.

The current Immigration Levels Plan

Under the Immigration Levels Plan for 2022-2024, Canada has been targeting to bring 431,645 new permanent residents total through all immigration classes in 2022. This target steadily increases into 2024 for a total of 451,000 new permanent residents.

So far in 2022 Canada has already welcomed over 300,000 new permanent residents. Most of them are from economic class programs. The target for economic class immigrants in 2022 is 241,850, or approximately 60% of the total number of immigrants. The 2022 plan also targets 105,000 family-class immigrants and 8,250 from the refugee and humanitarian class.

What to expect?

The Immigration Levels Plan contains new increases and at their highest peak ever. In 2021, IRCC broke the record for the longest number of permanent residents ever, totaling over 405,000 even during uncertainty brought by the pandemic. The current overall target for 2023 stands at 447,055 before a very modest increase to 451,000 in 2024.

Based on data from IRCC, as of August 31, there are 513, 923 applications for permanent residency waiting to be processed. IRCC recently announced that it was working to improve client services and speed up processing time by hiring over 1,000 new employees, moving to a 100% digital application process, and overall making investments to modernize the aging technology that the department relies on.

Canada increasing the number of immigrants?

The Immigration Levels Plan is created by IRCC, in consultation with several governmental departments, to support the IRCC mandate to welcome and support immigrants to grow the economy, reunite families and provide humanitarian assistance.

Canada Welcomes 3,750 Applicants in the Latest Express Entry Draw

Yes, it’s right! Canada releases the numbers of its most recent all-program Express Entry draw on September 28, 2022. This draw issued 3750 invitations to applications with a minimum Comprehensive Ranking Score of 504. There was a spike of 500 invitations issued over the previous draw. The All-program Express Entry draws were suspended for over 18 months starting in December 2020 due to a backlog in applications. During the pause, applicants from the Canadian Experience Class or PNP were issued invitations to apply. In September 2021, IRCC also put a hold on draws for the CEC.

Let’s take a glimpse at what is Express Entry…?

Express Entry is the application management system for three Canadian immigration programs: the Canadian Experience Class (CEC), the Federal Skilled Worker Program (FSWP) and the Federal Skilled Trades Program (FSTP). Provincial Nominee Program (PNP) candidates in the Express Entry pool are already eligible for at least one of these programs.

Express Entry uses a points-based system, the Comprehensive Ranking System (CRS), to rank candidates’ profiles. The top-scoring candidates receive an Invitation to Apply (ITA) and can then apply for permanent residency. After the candidate applies, an IRCC officer reviews the application and decides. The officer will ask for biometrics and may set up an interview or request more documents. Once this is complete, if approved, the candidate is now a permanent resident of Canada and one step closer to becoming a Canadian citizen.

Backlog Decreased

Immigration, Refugees, and Citizenship Canada (IRCC) have released data that confirms the backlog for all applications has decreased to 2.6 million between July and August 31. This also involves several Express Entry applications that are still under processing. In July, there were 51,616 applicants in the Express Entry inventory. As of Aug 31, the number has reduced to 40,180, and IRCC has experienced a fall of over 10000 applications in almost six weeks. More than half of the Express Entry applications currently in the inventory are from the candidates in the provincial nominee programs. This is significant as numerous PNPs are aligned with Express Entry programs, known as enhanced nominations. According to IRCC, the backlog of applications under enhanced PNPs has been reduced. Although, there was an increment in applications for PNPs in which applicants apply directly to a provincial government. Till now, Canada has offered invitations to 28039 immigrants through Express Entry programs. This is associated with the Immigration Levels Plan 2022-2024 in which Canada is aiming at around 432000 new immigrants by the end of the year 2022. Therefore, it seems that Canada is on the right track to meet the target as over 300,000 newcomers, across all businesses, are welcomed to immigrate to Canada.

Job vacancies at an all-time high

Step 4: CRS Score

You will receive an Invitation To Apply (ITA) if you are above the rank of that

Draw. After that, you have 60 days to apply for your PR.  

 

Step 6: Final PR Application

What is the Processing Time for the PR?

It takes between 6 to 8 months after receiving the ITA (Invitation to Apply) for
